The committee was led by the village headman. “The committee took four resolutions — to be a peaceful and united village, a clean village and a self-sufficient village where every household would have toilets and availability of clean drinking water,” Momin said. Since the formation of the committee, open defection, violence, drug abuse, and smoking have been reined in — in a sustained but vigorous awareness campaign. The village is home to 88 households with a population of 475 all Christians. “We announced a fine of Rs 5,001 for anyone who violates our resolutions, but the best part is that the fine was not imposed as everyone followed the whips voluntarily,” says Momin. Rangchapara was declared the cleanest village in Assam for 2016-17 by the public health engineering department earlier this month and reward- ed Rs 500,000 by chief minister Sarbananda Sonowal. The village was selected by Omeo Kumar Das Institute of Social Change and Development, a third party which examined every village in the state on criteria like attempts to become open defecation free, presence of pucca toilets, their con- ditions and attempts to promote cleanliness awareness. According to Goalpara Deputy Commissioner J V N Subramanyam, the Swachh Bharat Mission was a blessing. “With the help of the mission in 2014 and efforts of the public health engineering department, the villagers CMYK began to build pucca toilets,” he said.“The villagers had no idea that they could be the cleanest in the district,” Abdul Mozid, Senior Block Development Officer of Balijana, said. “The village has never seen any conflict; people here live peacefully and in unity,” Mozid revealed. The village also has an organised waste management. “You can find a dustbin at short intervals and people dispose biodegradable and nonbiodegradable waste in separate bins,” he said. It has two schools — one primary and the other middle. The people are neither very rich nor highly educated. The villagers are predominantly farmers with seven government employees. That normal needs to be cracked,” he said during a session on “Transforming India: Vision for the Next Decade” 'organised by the London School of Economics' (LSE) South Asia Centre. “It is the first time that you have strong action being taken. In fact, it has never happened that defaulters are on the run. The fact that they are on the run and their properties are being attached, is a signal that India as a country is sending for the first time.
