Subramanian, a 1961-batch IAS officer of the Uttar Pradesh cadre, was Cabinet Secretary from 1 August 1996 to 31 March 1998. There could be a further delay in the return of the actress’ mortal remains with Dubai police informing the Indian Embassy that another “clearance” was awaited before it could release her body. The Dubai-based Gulf News said in a report that the actor was under the influence of alcohol. She fell into the bathtub and drowned, it added. However, this could not be independently confirmed. “The investigation is still going on to determine the circumstances surrounding the accident as the forensic report only says that she drowned, Gulf News quoted an official as saying. Her body has been sent for embalming, the newspaper said. Sridevi was in Dubai for a family wedding, and had LONDON, 26 FEBRUARY A powerful explosion ripped through a three-storey building killed at least four people and injured four others in Leicester, police said today but ruled out a terror link to the “earthquake-like” blast in the English city, home to a large number of people of Indian-origin. Police declared a “major incident” after the explosion occurred last evening on a stretch of road containing commercial and residential properties in Hinckley Road area of Leicester, some 140 km away from London. The city has a large Gujarati-origin population. Four people were killed in the explosion and subsequent fire that destroyed the building which consisted of a Polish supermarket on the ground level and a two-storey flat above it, police said. PTI Details on page 9 PRESS TRUST OF INDIA SRINAGAR, 26 FEBRUARY A terrorist was today killed after his accomplices lobbed a hand grenade at a police station in Jammu and Kashmir's Pulwama district in a bid to free him, police said. Hizbul Mujahideen militant Mushtaq Ahmad Chopan tried to escape from the Tral police station wearing a burqa. However, he was killed in the attack in which constable Mehraj Din was injured, a police spokesman said. The incident took place at 12:30 pm. The terrorists hurled the grenade when Chopan was near the main gate of the police station, he said. “At 12:30 pm, Hizbul Mujahideen militant Mushtaq Chopan tried to escape from the police station wearing a burqa. When he was near the main gate, someone from outside lobbed a grenade as a part of the planned conspiracy to divert the attention (of police personnel) so that he could escape conveniently,” the spokesman said. The grenade exploded inside the police station, near Chopan, resulting in his death, he said. The four directors of the company named as accused by the CBI in the case are ~ Sabhya Seth, Reeta Seth, Krishna Kumar Singh and Ravi Singh, they said. The LoCs have been issued to restrict their movement, they said. CS row: Delhi govt mulling live streaming of meets STATESMAN NEWS SERVICE NEW DELHI, 26 FEBRUARY Amid continued tension and conflict between the Arvind Kejriwal-led AAP regime and the state bureaucracy in Delhi over alleged assault on Chief Secretary (CS) Anshu Prakash by two AAP legislators during a meeting at Chief Minister Kejriwal's residence on 19 February night, the AAP government is planning to live-stream all official meetings on the state government's website. Sources told The Statesman that this move is aimed at ensuring transparency in the functioning of the government and to tackle allegations from bureaucrats that they had been humiliated during meetings with Ministers. According to the AAP government's proposal, all official meetings would be livestreamed on the Delhi government's website. The CS had on 20 February alleged that he was beaten up by two AAP MLAs, Amanatullah Khan and Prakash Jarwal, during a late-night meeting at the CM 's residence in Kejriwal's presence. The two legislators were subsequently arrested and remanded to judicial custody. The AAP and the CM's Office have rejected these charges as unfounded and baseless, alleging that they were part of a "conspiracy" to discredit the Kejriwal government. Following the incident, the IAS, DANICS and Delhi Administration Subordinate Service (DASS) ~ which represent the officers and employees of the Delhi government ~ had decided to boycott meetings with the CM, his ministers or MLAs till Kejriwal apologises and proper action is taken against the accused. To break the ice between the AAP government and the state bureaucracy, Kejriwal along with his Ministers went to meet Lt Governor Anil Baijal on 23 February to apprise him about the disruption in the functioning of the state government due to absence of officers in government meetings, and to seek his intervention in defusing the crisis. The standoff however continues till date, with Delhi Deputy CM Manish Sisodia Monday again urging the LG to order all officers to resume work with immediate effect. In a letter to the LG, Sisodia said despite the LG's assurance to ensure that the officers immediately returned to work and performed their duties to the fullest, the officers have been continuing to boycott meetings convened by their respective Ministers. The Joint Forum of Delhi Government Employees appealed to the LG and Delhi Police Comissioner Amulya Patnaik to take action against Kejriwal and Sisodia in the CS assault case. Its resolution charged that instead of apologising and admitting their "mistake", the CM and his deputy were in a “denial mode”. "This shows that they were a part of the conspiracy and since they are specifically identified in the FIR, we appeal to LG and the Commissioner of Police to take action as per law against CM & Dy CM,” the resolution said. “Therefore, the Joint Forum resolves that all Delhi Government employees will continue to work through formal written means of communication,” it said. PNB scam: CBI seeks details of nostro transactions PRESS TRUST OF INDIA NEW DELHI, 26 FEBRUARY The CBI has sought from the Chief Vigilance Officers of five banks the details of financial transactions in the nostro accounts of Punjab National Bank on the basis of 293 fraudulent Letters of Undertaking (LoUs) issued by it to jewellers Nirav Modi and Mehul Choksi, officials said today. The agency has also collected documents related to Nirav Modi from Cyril Amarchand Mangaldas, a leading law firm, at the start of the investigation, they said. During the course of the searches after registering the FIR against Nirav Modi, the CBI felt that some files could be with the law firm, officials said, adding a team went to the office of the firm early this month and collected those documents. The agency today questioned three General Managers of the Punjab National Bank (PNB) who have handled the International Banking Division and Treasury department of the bank, officials said without revealing their identity. The General Managers handling these departments get daily reports of the transactions taking place in the nostro accounts of the bank, they said. The CBI has written to Canara Bank, Bank of India, State Bank of India, Allahabad Bank and Axis Bank seeking financial transactions into the nostro accounts of the Punjab National Bank on the basis of the LoUs, they said. The overseas branches of these banks in Antwerp, Frankfurt, Mauritius, Hong Kong and Bahrain had credited over Rs 11,400 crore into the nostro account of Punjab National Bank on the basis of the guarantees (LoUs) given by to Modi and Court allows ED plea for issue of LRs MUMBAI, 26 FEBRUARY A special court today allowed an Enforcement Directorate (ED) plea seeking issuance of Letters Rogatory (LRs) to six countires for obtaining information about the overseas businesses and assets of Nirav Modi in the Rs 11,400-crore PNB fraud case. The central agency approached a special court set up under the Prevention of Money Laundering Act (PMLA) this morning with the plea seeking issuance of LRs in the case. Judge M S Azmi allowed the ED application after hearing the arguments of special public prosecutor Hiten Venegaonkar. The ED, in its plea before the court, sought “issuance of LR under the PMLA for recovery/seizure of proceeds of crime and collection of documents, evidence lying in Hong Kong, the USA, the UK, the UAE, South Africa and SingaPTI pore.” Choksi, they said. A nostro account refers to an account that a bank holds in a foreign currency in another bank overseas to enable foreign trade by its clients.
