While Chhattisgarh will go to the polls in two phases on November 12 and 20, elections in Madhya Pradesh and Mizoram will be held on November 28. Polling in Rajasthan and Telangana will be held on December 7, Chief Election Commissioner OP Rawat announced. The Congress, which is ruling in Mizoram, is trying to wrest power from the BJP in Chhattisgarh, Madhya Pradesh and Rajasthan. In Telangana, the rulingTelangana Rashtra Samithi (TRS) had dissolved the assembly on September 6, paving the way for early elections. A KOLKATA, 6 OCTOBER The Election Commission has delayed its scheduled press conference to announce poll dates for four states on account of Prime Minister Narendra Modi's speech at a public rally in Rajashthan, Congress national spokesman Randeep Singh Surjewala alleged today. Surjewala said, “The Like in the past, Chhattisgarh will have elections in two phases. In the first phase, 18 seats in south Chhattisgarh affected by left wing extremism will go to polls and in the second phase voting will be held in 72 seats in the northern parts of the state, Rawat said. He said in the past, voters, political leaders and security personnel have been targeted by extremists and it was necessary to have polls in multiple phases. The model codeofconduct, whichbars the ruling party and other parties from disturbing the level playing field, came into force in Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram immediately. The term of the Madhya Pradesh assembly is ending on January 7, Rajasthan on January 20, Chhattisgarh of January 5 and Mizoram on December 15. After a recent EC decision to impose model code immediately in states SWEET VICTORY Indian players walk back after winning the first Test cricket match against the West Indies at the Saurashtra Cricket Association Stadium in Rajkot on Saturday. India recorded their biggest Test win as they humiliated West Indies by an innings and 272 runs, wrapping up one of the most ludicrous mismatches of recent times without breaking a sweat. AFP Cong living in world of lies: Modi PRESS TRUST OF INDIA AJMER, 6 OCTOBER In a scathing attack Saturday on the Congress, Prime Minister Narendra Modi Saturday accused it of practising vote bank politics, telling lies and creating doubt and fear in the minds of people. Modi made the charge here at a rally, where Rajasthan Chief Minister Vasundhara Raje also announced free electricity up to a specific limit for farmers with general category power connections. The meeting ended just ahead of the Election Commission announcement in New Delhi of Assembly poll dates for Rajasthan and four other states. The EC's model code of conduct for political parties then kicked in. Modi said vote bank politics is not limited to elections now, but is destroying the entire system. The prime minister said parties which follow vote bank politics divide the bureaucracy when they come into power, appointing officials who fit into their scheme. They allocate the budget as per vote bank politics and therefore overall development does not happen, he said. The Congress has established this tradition in the Congress denies Opposition unity has fallen apart BJP works for a few rich: Rahul BHOPAL, 6 OCTOBER: Congress president Rahul Gandhi today attacked the Narendra Modi-led union government and the BJP government in Madhya Pradesh over various issues during his rallies at Gwalior, Morena and Jabalpur in the state. The Congress president is on a visit to Madhya Pradesh to support the protesting landless poor who are marching towards Delhi. The march started on Thursday. In Morena, Gandhi launched a scathing attack on the Union government over the land acquisition bill. He termed the Union govern- ment ‘anti-farmer’ and ‘antipeople’. Addressing the Congress ‘Sankalp Yatra’ at a stadium in Morena, he also accused the Centre of being pro-industrialists. Continuing his attack on PM Modi over the Rafale deal, Gandhi said, “If Rafale deal was given to HAL, it would have created hun- dreds of jobs in India. But PM Modi steals this from HAL and gives the Rs 30,000 crore contract to Anil Ambani’s company.” “The present government is partial towards 15 industrialists. In the past four and a half years the government has waived off loans worth Rs 3 lakh crore for the industrialists,” he alleged. He also promised the farmers that their loans would be waived off once the Congress assumes power. Gandhi alleged that the Narmada river had been exploited by illegal mining under the patronage of the BJP government led by MP CM Shivraj Singh Chouhan. past 60 years, Modi said. “With great difficulty, the country has picked the right direction now after 60 years. Don't give them another chance.” The meeting on the outskirts of Ajmer was scheduled to mark the end of Rajasthan Chief Minister Vasundhara Raje's Gaurav Rath Yatra', an outreach exercise by the ruling Bharatiya Janata Party which is pitted against the Congress in the state. Modi said he was for a strong opposition in a healthy democracy, but a set of people had not only failed in the government but also as opposition. Why is the Congress not fighting elections on facts? Why are they indulging in spreading lies? he said, charging the opposition of avoiding discussion on issues related to development. All they are interested is in telling lies, creating doubt and fear, he said, accusing the opposition of manufacturing lies”. You live in a world of lies, he said. Modi said the Congress enjoyed playing games dividing Hindus and Muslims, backward and forward castes, and rural the urban. While the others believed in dividing society, the BJP is for uniting it, he said. The PM said his government worked on the principle of 'Sabka Saath, Sabka Vikas' (development for all). EC was supposed to hold a press conference at 12.30 pm to announce polls in four states, but it was postponed to 3 pm.” The apparent reason could be to facilitate “Modi to deliver his speech at a rally at 1 pm in Rajasthan to let outgoing chief minister Vasundhara Raje announce some schemes to entice the people”, the spokesman said. SNS where assemblies are dissolved prematurely, Telangana is already under the poll code. The term of its assembly was to end in June 2019. Much is at stake in the polls in Madhya Pradesh, Chhattisgarh and Rajasthan as the BJP and the Congress are in a direct contest in the three states after the saffron party trounced its arch-rival in 2013 and then went on to decimate it in the 2014 Lok Sabha polls as well. KOLKATA, 6 OCTOBER STATESMAN NEWS SERVICE LUCKNOW, 6 OCTOBER Samajwadi Party president Akhilesh Yadav on Saturday practically ruled out any alliance with the Congress in the poll-bound state of Madhya Pradesh. He said his party was not averse to a tie up with the regional Gondwana Gomantak Party (GPP) and will also open channels with the Bahujan Samaj Party on this count. The former Uttar Pradesh chief minister said the Congress party had made the SP wait for too long on the issue of an alliance. This was not done in politics. Hence the party will either contest on its own or will enter into a pact with the Gondwana party. It will also hold talks with the BSP for a tie-up, Akhilesh said. Akhilesh's snub to the Congress comes close on the heels of a similar snub meted out by BSP president Mayawati. Just a few days back, Mayawati had announced that her party will con- The Congress on Saturday refuted suggestions that opposition unity is falling apart before the Lok Sabha election and contended that the alliance between Congress and other parties will take place on a "state to state basis". Congress chief spokesperson Randeep Singh Surjewala, told a press conference, “These claims that the opposition unity is falling apart are baseless. The Lok Sabha election is still a bit far away. The number of seats demanded by the BSP in Chhattisgarh was not suiting the electoral seat sharing requirement. “But we hope to have an alliance with Mayawati at some other stage,” he said. Alliance for the 2019 Lok Sabha poll will happen on a state by state basis, Surjewala said. “For example we are fighting against the Left in Kerala but on various issues at the national level we have set aside our differences and have SNS worked together.” test the polls in Madhya Pradesh on its own. She had castigated the Congress in no uncertain terms, going so far as to say that the party was not interested in defeating the BJP She said her party will go . solo in MP and will not have any tie up with the Congress. Earlier the BSP had meted out a similar jolt to the Congress in election-bound Chhattisgarh where Mayawati announced her party's alliance with Congress rebel and president of Janata Congress Party, Ajit Jogi. While the Congress was yet to recover from these humiliating rebuffs handed out by the BSP chief, the observation of Akhilesh Yadav regarding his party's stand vis a vis Congress in Madhya Pradesh comes as another blow to it. This is a time when Madhya Pradesh Congress Party president Kamal Nath had said that his party will open channels with the SP for an alliance. It is now becoming increasingly clear that the bonhomie which existed between the Congress, SP and the BSP stands fractured.
