INDO ASIAN NEWS SERVICE NEW DELHI, 5 JANUARY he CBI on Saturday searched 14 locations in Delhi and Uttar Pradesh, including the residence of a woman IAS officer, a Samajwadi Party leader and a BSP leader, in connection with its investigation into a case of illegal sand mining, with sources saying the role of former Chief Minister Akhilesh Yadav, who held the portfolio of mining, will also be probed. Central Bureau of Investigation (CBI) spokesperson Abhishek Dayal told reporters that the agency registered a case on January 2 against 11 people, including a few known public servants and unknown public servants and others, under several sections of the Indian Penal Code and the Prevention of Corruption Act. The agency has named the woman IAS officer B. Chandrakala, a former Hamirpur District Magistrate, miner Adil Khan, geologist/mining officer Moinuddin, SP leader Ramesh Kumar Mishra, his brother Dinesh Kumar Mishra, Ram Ashray Prajapati, a former clerk in the mining department in Hamirpur, Sanajy Dikshit, who contested the 2017 Assembly polls on T Bahujan Samaj Party (BSP) ticket, his father Satyadeo Dikshit, and Ram Avtar Singh, a former clerk in the mining department. The official said that it conducted searches at 14 locations including one in New Delhi's Lajpat Nagar area and Kanpur, Lucknow, Hamirpur, Jalon, Hamirpur and Noida (in Uttar Pradesh). The agency carried out searches at two residential premises of Chandrakala in Lucknow and Noida and at the premises of the SP leader and his brother in Kanpur and his close associate Ambika Tiwari in Hamirpur. Dayal said the case relates to the illegal sand mining between 2012 and 2016, which it had started investigating on the directions of the Allahabad High Court. He said the agency was investigating the granting and renewal of the licens- es for the mining in the state between 2012-16 and also during the 'obstruction' period. The official said that the CBI team recovered a few documents and seized a bank locker and two bank accounts from the IAS officer. From the residence of Adil Khan, the agency collected the documents related to mining. "We found that the mining licence to him was provided on the recommendations of the then mining minister Gayatri Prajapati," he said. He said the agency recovered Rs 12.5 lakh and 1.8 kg gold from the residence of Moinuddin in Hamirpur and Rs 2 crore and two kg gold from the residence of the retired clerk of the mining department, Ram Avtar Singh, in Jalon. "Ram Avtar Singh was also holding a mining licence on a different name," the official said. The official said that it also carried out searches at the residence of SP leader Ramesh Kumar Mihsra's wife in Lucknow but she has not been named in the FIR. A senior agency official said that the agency will also probe the role of the Mining ministers in the state in 2012-16. Former Chief Minister and SP chief Akhilesh Yadav held the mining ministry portfolio in the state from 2012 to 2013. ‘SP, BSP discuss seat-sharing for Lok Sabha polls’ LUCKNOW, 5 JANUARY A possible pact between arch rivals the Samajwadi Party and the Bahujan Samaj Party for the Lok Sabha elections 2019 now appears to be a distinct possibility with the broad contours of the same having reportedly been chalked out by the leaders of the two parties. The pact comes minus the Congress. SP president Akhilesh Yadav met the BSP supremo Mayawati in New Delhi late on Friday night. Sources said the modalities for seat sharing in UP were discussed. A broad consensus emerged wherein it was decided that both parties will contest an equal number of seats. Uttar Pradesh has 80 Lok Sabha seats. Both the SP and the BSP are expected to put up candidates in 37 seats each bringing the total number to 74. Rae Bareli and Amethi represented by Sonia Gandhi and Rahul Gandhi, respectively, have been left out of the proposed pact. The BSP chief is reported to have insisted that she gets two more bringing her seat tally to 39. Ms Mayawati is likely to make an announcement on 10 Jan. SNS Sabarimala violence continues over women’s temple entry PRESS TRUST OF INDIA KANNUR, 5 JANUARY Violence involving BJP-RSS and ruling CPI(M) rocked parts of Kerala, particularly Kannur district, Saturday with several houses and shops of rival leaders and workers being attacked over the Sabarimala issue. Besides Kannur, Perambra in neighbouring Kozhikode, Malappuram and Adoor in Pathanamthitta, where the Ayyappa shrine is located, also witnessed a series of similar attacks and vandalism Friday night and in the early hours Saturday. Bombs were hurled at several places, including at the houses of CPI(M) MLA A N Shamseer in Madapeedikayil, BJP leader and Rajya Sabha member V Muraleedharan at Vadiyil Peedikia and former Kannur district secretary of CPI(M) P Sasi at Thalassery in Kannur district past midnight, police said. No one was injured in the attacks. Chief Minister Pinarayi Vijayan lashed out at the RSS, saying the Sangh Parivar was trying to create a fear psychosis. SNS & PTI MUMBAI, 5 JANUARY Weeks after a UK court ordered his extradition, former liquor baron Vijay Mallya, accused of defaulting on loans of over Rs 9,00O crore, received another blow as a Mumbai court declared him a “Fugitive Economic Offender” (FEO). Mallya on Saturday became the first businessman to be declared an FEO under the Fugitive Economic Offenders Act which came into existence in August 2018. The Enforcement Directorate had moved the special court for FEOA for this purpose. The agency had requested the court that Mallya, currently in the United Kingdom, be declared a fugitive and his properties be confiscated and brought under the control of the Union government as provided under the act. “The application of the Enforcement Directorate is partly allowed. Vijay Mallya is declared as Fugitive Economic Offender under section 12 (i) of the FEO Act,” said judge M S Azmi in the order. Hearing on the second part of ED's plea confiscation of properties will start from February 5. Incidentally, the same court is also hearing ED's plea to declare diamond merchants Nirav Modi and Mehul Choksi FEOs in the Punjab National Bank fraud case. Mallya's lawyers requested the court to stay the order for four weeks so that they could obtain its full copy and move the high court. The judge declined, saying a court under the FEO Act can not stay its own order. The ED had argued that it made all possible efforts to bring Mallya back to India, but failed. The extradition process in the UK court was a proof enough that he was not willing to return, ED counsel D N Singh had contended. Even after the London court upheld Indian authorities' plea for his extradition, Mallya decid- ed to appeal against the order before the higher court there and refused to return, so he should be declared an FEO, Singh had argued. Mallya's lawyers contended that as he had surrendered before a magistrate's court in London (during the hearing on his extradition case) and obtained bail, he could not be called a fugitive. They had also questioned ED's claim that he left India under suspicious circumstances, arguing that he had left to attend a meeting of World Motor Sports as the director of an F1 team (Force India). Mallya left India on March 2, 2016. A court in London on December 10, 2018 ordered his extradition. Facing cases registered by the ED as well as the Central Bureau of Investigation, he is wanted for alleged fraud and money laundering amounting to an estimated Rs 9,000 crore. Under the FEO Act, a person can be declared a Fugitive Economic Offender if a warrant has been issued against him for an offence involving an amount of Rs 100 crore or more and he has left the country and refuses to return. Congress wants to remove ‘chowkidar’ as secrets are out: PM STATESMAN NEWS SERVICE BARIPADA, 5 JANUARY Malayali women in Kolkata during a protest over women's entry into Sabarimala temple, in the city on Saturday. As the placard reads, they are a stickler for tradition and vehemently oppose any deviation from past practices and beliefs. BISWAJIT GHOSHAL Defence, development will be BJP’s poll planks in Lok Sabha elections, says Shah AGENCIES BJP president Amit Shah said the construction of Ram temple is also the BJP’s priority. Shah said out of 42 LS seats in West Bengal, the BJP will win 23 seats and that TMC will be voted out. AGARTALA, 5 JANUARY Bharatiya Janata Party chief Amit Shah on Saturday said the country's defence and development will be the key focal issues of the party in the upcoming Lok Sabha elections, terming the 'grand alliance' of opposition parties as leaderless and policy-less. Shah's remarks came a day after Defence Minister Nirmala Sitharaman put up a spirited defence of the government stand on the Rafale fighter jet deal in Loka Sabha, saying "Bofors had brought down the Congress and Rafale will return Prime Minister Modi to power". "As the Modi-led government has done a lot for all sections of people in the country and given priority to the nation's security, our main poll Mallya becomes first tycoon to be declared Fugitive Economic Offender plank in the general election would be development and the country's defence," Shah told the media after addressing a gathering of BJP's grassroots functionaries of Tripura. "After the Supreme Court verdict and Defence Minister Nirmala Sitharaman's speech in the Lok Sabha on Friday, there is not an iota of doubt about transparency in the Rafale fighter jet deal," he said, rejecting the opposition demand for a Joint Parliamentary Committee probe into the deal. "There is no leader, no policies, no vision and no unity about the so-called Mahagathbandhan (grand alliance). During the 2014 polls, the National Democratic Alliance had 28 parties, now it has 40," Shah said, adding the BJP and its allies would do much better than in 2014 Lok Sabha polls. Earlier while addressing the party's grassroots functionaries (locally called as 'Pristha Pramukh' or 'Panna Pramukh') of Tripura, Shah said the Modi government conducted surgical strikes across the Line of Control to avenge the killings of Indian soldiers by Pakistan's state and non-state actors. "After the surgical strikes, India became the third country after the US and Israel to undertake such steps for the interest of the country's soldiers," he said. He said the construction of Ram temple is also BJP's priority. Shah, who came here on a two-day visit to the partyruled state, said the Congress-led United Progressive Alliance government was accused of Rs 12 lakh crore corruption and "now they are maligning Modi and the NDA government with "self-created accusations" to get political mileage before the Lok Sabha polls. To a question, the BJP chief said that out of the 42 Lok Sabha seats in West Bengal, BJP would win 23 seats and that the Trinamool Congress would be voted out in the state. The Saturday gathering was BJP's first in Tripura and was attended, among others, by BJP general secretary Ram Madhav, party's northeast region in-charge and General Secretary Ajay Jamwal, Assam Minister Himanta Biswa Sarma, party Secretary Sunil Deodhar, Tripura Chief Minister Biplab Kumar Deb and Education Minister Ratan Lal Nath. Prime Minister Narendra Modi launched a scathing attack on the Congress on defence deals saying those who had conspired and compromised with national security stand exposed today and the law will take its course and investigating agencies will spare none. Addressing a public meeting here he said their secrets are tumbling out and that is why they want to remove the ‘chowkidar’. Gang of thieves often target the ‘chowkidar’ first, he remarked while asserting that he will continue to take bold decisions and stern action on matters relating to the armed forces and national security. Significantly, the PM did not utter a single charge of corruption against the Naveen Patnaik government in the state which depressed the BJP leadership here. Contrary to expectations he did not criticise the BJD government in the state as he had done barely 12 days ago at Khurda where he accused the state government of rampant corruption and scams. Focussed on attacking the Congress, the PM said the Defence Minister Nirmala Sitaraman had exposed the Congress in parliament on the Rafale issue. They ( Congress) are scared, they want to remove the chowkidar at any cost , he iterated while referring to the Augusta Westland chopper scam and revelations made by middleman Christian Michel. It is clear that middlemen knew more about the movement of files and even cabinet committee on security meetings than perhaps even the then PM and the information was being provided to foreign companies, said the PM. Taking a swipe at AICC president Rahul Gandhi, the PM said the president of the oldest party feels uncomfortable even when I raise Michel sent to judicial custody NEW DELHI, 5 JANUARY A Delhi court on Saturday sent alleged middleman Christian Michel, arrested in the AgustaWestland VVIP chopper case, to judicial custody. Michel was produced before Special Judge Arvind Kumar and the Enforcement Directorate (ED) sought his judicial custody in connection with its probe into a money-laundering case. PTI the slogan Bharat Mataki Jai , he says it is divisive. Criticising the newly installed Congress government in Madhya Pradesh, the PM said it does not have majority, it is a hung government and its first priority was to take exception to Vande Mataram and the second to withdraw pension given to those who fought the emergency. The MP government was forced to back track on Vande Mataram and it will be forced to restore the pension, he added. He highlighted achievements of his government and asserted that each scheme was all inclusive. The speed of development over the last four years is unmatched, he claimed.PM Modi regretted that Odisha had lagged behind other states . The Odisha government is not serious on women empowerment and in almost two decades of rule the BJD government has not achieved the desired progress in education, health care, job creation , security of women etc, he charged. Referring to the Pipili rape case of 2011 in which the arrested accused had been acquitted recently, the PM requested the state government to re-investigate the case. He also urged upon the Odisha government to join the Ayushman Bharat scheme. Earlier today, the PM inaugurated and laid foundation for a slew of projects totalling an investment of Rs 4500 crore. He unveiled a digital plaque to mark the commencement of work for conservation and development of Rasika Ray Temple, and Excavated Structure at Ancient Fort Haripurgarh. He laid the foundation stone for three National Highway projects. He dedicated to the nation, the Balasore-Haldia-Durgapur section of the Paradip-Haldia-Durgapur LPG pipeline of IOCL and inaugurated the Multi Modal Logistic Park at Balasore, and six Passport Sewa Kendras. The PM also flagged off the second passenger train from Tatanagar to Badampahar. He said the centre is focusing on infrastructure development, which will make a fundamental difference in the lives of the common man. He said the Balasore-Haldia-Durgapur LPG pipeline, will ensure easy supply of LPG in parts of Odisha and West Bengal, saving transportation cost and time. The CM skipped the official function but deputed the state steel minister Prafulla Mallick.
