NEW DELHI, 5 JANUARY ormer Uttar Pradesh chief minister Akhilesh Yadav may face a probe by the CBI in an illegal mining case in the state, according to the agency FIR made public on Saturday, the day arch rivals SP and BSP indicated their intent to join hands to counter the ruling BJP in 2019 Lok Sabha polls. The CBI carried out searches at 14 locations in Delhi and UP on Saturday in connection with its FIR against 11 persons including IAS officer B Chandrakala, Samajwadi Party MLC Ramesh Kumar Mishra and Sanjay Dixit (who unsuccessfully contested the 2017 Assembly election on a BSP ticket) to probe alleged illegal mining of minor minerals in Hamirpur district during 2012-16. Minor minerals are like sand, gravels etc. Chandrakala, who is on study leave, is one of the most talked about officers on social media because of her purported anti-corruption drive videos on various platforms. Her social media videos lashing out at government officials earned her a title of 'Lady Dabang' (daring). A UP cadre IAS officer of the 2008-batch, Chan- F drakala was the district magistrate of Hamirpur during 2012-14 when she allegedly violated e-tender system of allotting mining contracts in her district, the FIR said. “The role of the then mining ministers concerned during the relevant period may be looked into during the course of investigation of the case,” the FIR said. Akhilesh Yadav, who was the chief minister of the state between 2012 and 2017, held the mining portfolio during 2012-13 apparently bringing his role under scanner, according to the FIR. He was succeeded by Gayatri Prajapati, who took charge as mining minister in 2013 and was arrested in 2017 following a complaint of rape by a woman residing in Chitrakoot. This is the third FIR pertaining to illegal mining cases which were registered by the agency on Jan- uary 2, 2019, nearly two-anda-half year after it was directed by Allahabad High Court to probe the issue. The CBI was directed by the High Court on July 28, 2016 to probe illegal mining in the state following which it had registered seven preliminary enquiries out of which two pertaining to Shamli and Kaushambi districts were converted into FIRs in 2017. Senior officials said cases pertaining to Fatehpur, Deoria, Saharanpur and Siddharth Nagar districts will be filed soon. The agency is probing the illegal mining during the period of 2012 and 2016. The FIR also states that it was the Uttar Pradesh government under Akhilesh Yadav that had introduced e-tendering process to grant or renew mining leases on May 31, 2012, a move ratified by the High Court in 2013. It is alleged that Chandrakala in criminal conspiracy with other officials illegally granted fresh leases, renewed existing ones and permitted obstructed period to the existing lease holders in violation of e-tendering process initiated by the government.The FIR also accused her and other suspects of allowing illegal mining, extortion from lease holders and drivers of vehicles transporting minerals. ‘SP, BSP discuss seat-sharing for Lok Sabha polls’ LUCKNOW, 5 JANUARY A possible pact between arch rivals the Samajwadi Party and the Bahujan Samaj Party for the Lok Sabha elections 2019 now appears to be a distinct possibility with the broad contours of the same having reportedly been chalked out by the leaders of the two parties. The pact comes minus the Congress. SP president Akhilesh Yadav met the BSP supremo Mayawati in New Delhi late on Friday night. Sources said the modalities for seat sharing in UP were discussed. A broad consensus emerged wherein it was decided that both parties will contest an equal number of seats. Uttar Pradesh has 80 Lok Sabha seats. Both the SP and the BSP are expected to put up candidates in 37 seats each bringing the total number to 74. Rae Bareli and Amethi represented by Sonia Gandhi and Rahul Gandhi, respectively, have been left out of the proposed pact. The BSP chief is reported to have insisted that she gets two more bringing her seat tally to 39. Ms Mayawati is likely to make an announcement on 10 Jan. Weeks after a UK court ordered his extradition, former liquor baron Vijay Mallya, accused of defaulting on loans of over Rs 9,00O crore, received another blow as a Mumbai court declared him a “Fugitive Economic Offender” (FEO). Mallya on Saturday became the first businessman to be declared an FEO under the Fugitive Economic Offenders Act which came into existence in August 2018. The Enforcement Directorate had moved the special court for FEOA for this purpose. The agency had requested the court that Mallya, currently in the United Kingdom, be declared a fugitive and his properties be confiscated and brought under the control of the Union government as provided under the act. “The application of the Enforcement Directorate is partly allowed. Vijay Mallya is declared as Fugitive Economic Offender under section 12 (i) of the FEO Act,” said judge M S Azmi in the order. Hearing on the second part of ED's plea confiscation of properties will start from February 5. Incidentally, the same court is also hearing ED's plea to declare diamond merchants Nirav Modi and Mehul Choksi FEOs in the Punjab National Bank fraud case. Mallya's lawyers requested the court to stay the order for four weeks so that they could obtain its full copy and move the high court. The judge declined, saying a court under the FEO Act can not stay its own order. The ED had argued that it made all possible efforts to bring Mallya back to India, but failed. The extradition process in the UK court was a proof enough that he was not willing to return, ED counsel D N Singh had contended. Even after the London court upheld Indian authorities' plea for his extradition, Mallya decid- ed to appeal against the order before the higher court there and refused to return, so he should be declared an FEO, Singh had argued. Mallya's lawyers contended that as he had surrendered before a magistrate's court in London (during the hearing on his extradition case) and obtained bail, he could not be called a fugitive. They had also questioned ED's claim that he left India under suspicious circumstances, arguing that he had left to attend a meeting of World Motor Sports as the director of an F1 team (Force India). Mallya left India on March 2, 2016. A court in London on December 10, 2018 ordered his extradition. Facing cases registered by the ED as well as the Central Bureau of Investigation, he is wanted for alleged fraud and money laundering amounting to an estimated Rs 9,000 crore. Under the FEO Act, a person can be declared a Fugitive Economic Offender if a warrant has been issued against him for an offence involving an amount of Rs 100 crore or more and he has left the country and refuses to return. Shah's remarks came a day after Defence Minister Nirmala Sitharaman put up a spirited defence of the government stand on the Rafale fighter jet deal in the Lok Sabha, saying "Bofors had brought down the Congress and Rafale will return Prime Minister Modi to power". Michel was produced before Special Judge Arvind Kumar and the Enforcement Directorate (ED) sought his judicial custody in connection with its probe into a money-laundering case. He dedicated to the nation, the Balasore-Haldia-Durgapur section of the Paradip-Haldia-Durgapur LPG pipeline of IOCL and inaugurated the Multi Modal Logistic Park at Balasore, and six Passport Sewa Kendras. The PM also flagged off the second passenger train from Tatanagar to Badampahar. He said the centre is focusing on infrastructure development, which will make a fundamental difference in the lives of the common man. He said the Balasore-Haldia-Durgapur LPG pipeline, will ensure easy supply of LPG in parts of Odisha and West Bengal, saving transportation cost and time.
