Now, today, in The Hindu newspaper, it is in black and white... that the Prime Minister was carrying out a parallel negotiation with the French,” Gandhi said. “It has been proven now that the chowkidar (watchman) is chor (thief)....It is absolutely clear now that the Prime Minister has stolen Rs 30,000 crore of public money in the Rafale deal after bypassing the defence procurement process and given it to his friend Anil Ambani,” Gandhi alleged. Vadra, P Chidambaram ~ you implement the law regarding everyone. No problem. But you also give answers on the Rafale scam too.” The fresh Rafale row today also rocked both Houses of Parliament, leading to a wash-out of the Rajya Sabha for the entire day amid strong uproar by slogan-shouting Opposition members. The Lok Sabha also witnessed massive protests by members from the Congress and other Opposition parties, who stormed the Well, shouted slogans demanding PM Modi's resignation, pressed for the constitution of a Joint Parliamentary Committee (JPC) to probe into the Rafale matter, and waved placards carrying the newspaper's "expose". Earlier, raising the demand for constitution of a JPC, the Congress's leader in the Lok Sabha, Mallikarjun Kharge, charged: "You (government) are antinational. You indulged in stealing but are instead blaming us...You are buying only 36 Rafale jets as against 126." Referring to the report, Trinamul leader Saugata Roy alleged that parallel negotiations were continuing when the defence ministry's negotiating panel was discussing the Rafale deal with the French in 2015. He alleged that “notorious National Security Advisor Ajit Doval" was conducting parallel negotiations in Paris, undermining the bargaining power of the government. “It concerns national security...Prime Minister Modi is destroying the defence of the country and undermining negotiations...Why did PMO interfere? Rafale stands out to be the biggest scandal,” Roy alleged. BJP leader and Union minister Prakash Javadekar rejected his allegations. “The lie-manufacturing factory of Rahul Gandhi continues to operate.’’ The Lok Sabha on Friday started the discussion on the interim Budget for 2019 amid the Opposition Congress Party's fresh demand for a JPC probe into the Rafale deal. Speaker Sumitra Mahajan initiated the discussion just ahead of the lunch break. Kharge said his party was left with no option but to demand a JPC probe, in the wake of a newspaper report alleging the direct role of PMO in the Rafale deal. "We have no other choice. You must also press for a JPC," he said. BJD leader Bhartruhari Mahtab also took exception to the behaviour of a section of members in the House. SC: ‘Mayawati should return money used for statues’ PRESS TRUST OF INDIA NEW DELHI, 8 FEBRUARY In a strong observation, the Supreme Court on Friday said BSP chief Mayawati should deposit public money used for erecting statues of herself and elephants, the party's symbol, at public places in UP to the state exchequer. The remarks were made by the apex court which was hearing a petition filed in 2009 by an advocate who had alleged that about Rs 2,000 crore was used from the state budget for 200809 and 2009-10, when Mayawati was the Chief Minister of Uttar Pradesh, for stalling her statues and BSP's symbol at different places. It was contended that public money cannot be utilised for creating own statues and for propagating the political party. On May 29, 2009 the court had issued show cause notice to the Uttar Pradesh government and Mayawati for using the public money for installing her statues and party's symbol at parks in Lucknow and Noida, adjacent to the national capital. When the matter came up for hearing on Friday, a bench headed by Chief Justice Ranjan Gogoi said: “Ms Mayawati, pay all the money back. We are of the view that Mayawati should reimburse all the money she spent.” The bench, also comprising justices Deepak Gupta and Sanjeev Khanna said: “We are of the tentative view that Mayawati has to deposit the public money spent on her stat- ues and party symbol to the state exchequer.” The bench made it clear that a tentative view was expressed by it as the matter would take some time for hearing. “We will have it for final disposal on April 2.” Senior advocate S C Mishra, appearing for Mayawati and the BSP, requested the bench to hear the matter in May. However, the bench told Mishra, who is also the party's Rajya Sabha MP, that it was fixing a date of April 2 as it will require detail consideration. During the pendency of the PIL, the apex court on February 22, 2010, had asked the Election Commission to examine the plea for removal of installation of these symbols from public places during the 2012 assembly polls. EC on January 7, 2012 had ordered that statues of Mayawati and elephants be covered during the state Assembly election. The poll panel had said the measure was taken with the idea that no one should get political mileage. PM targets Bengal CM, says fraudsters won’t be spared MANAS R BANNERJEE ‘Chaiwala to Rafale wala’: Mamata hits back MAYNAGURI, 8 FEBRUARY Prime Minister Narendra Modi today claimed that he, as a 'Chowkidar,' will not spare anyone who has looted the poor people’s hard-earned money. Addressing a mammoth rally at Maynaguri in Jalpaiguri, Mr Modi further said: "This is the first time in Indian history that a chief minister is shielding corrupt persons who looted funds of the poor people." However, contrary to the expectations in the Hills, the Terai and the Dooars, Mr Modi did not speak a work on the Gorkhas and their demands, which the BJP had earlier promised to fulfil. Criticising Chief Minister Mamata Banerjee and her decision to stage a dharna in Kolkata over possible CBI action in the chit-fund scams, the PM assured the gathering that he would take appropriate legal steps to take action against those involved in the STATESMAN NEWS SERVICE KOLKATA, 8 FEBRUARY scandal. Mr Modi also criticised the term Satyagraha, allegedly used by Miss Banerjee to refer to her dharna in Kolkata. "West Bengal's chief minister is such a chief minister who is safeguarding those who looted poor people's savings," he said. "Her eyes on Delhi, Mamata Banerjee has left Bengal in the hands of mid- dle men," he added. He repeatedly referred to the “syndicate raj” in Bengal and used words like ‘Jagai’ and ‘Madhai’ to showcase the present “unruly culture of Bengal.” Pointing out to the chit-fund scams like Narada, Saradha and Rose Valley, the PM said, "I have assured every affected family that I would not spare the looteras (thugs) and betrayers.” He further wondered why Didi was afraid of investigations. Significantly, Mr Modi spoke about the ‘Triple Talaaq’ and criticised both the Congress and the Trinamul Congress. He also asked Miss Banerjee to make her stand clear on Muslim women. Photo: Roni Chowdhury West Bengal chief minister Mamata Banerjee today said Prime Minister Narendra Modi had travelled a long way from "Chaiwala to Rafale wala’’ during four years’ “august career' of Prime Ministership.” Miss Banerjee was responding to the Prime Minister's jibe against her and some of her party leaders, She said : "The less we talk about this man the better it is. Mr Maddy is the master of corruption. He is master of arrogance and a shame for the country. I have no words to describe him. His standard is so low that we never expected such a man to be the Prime Minister. We have respect for the chair but not CMYK for this man,” she said. “He (Modi) is the most corrupt man in the Rafale deal. We support the Congress on this issue as the Congress has all documents regarding Rafale deal. He was never a 'chaiwala' and doesn't know how to prepare tea. From chaiwala he has now become Rafalewala. He speaks a bunch of lies,” the chief minister hit back at the Prime Minister. Ministers at the Centre and the chief minister are locked in a bitter exchange of words since Miss Banerjee had launched a "Satyagraha'' the day CBI teams attempted to enter the city Police Commissioner in connection with chit fund scam probe. Miss Banerjee said the Centre tried a “constitution coup “, while it was using its agencies to gag anyone who dares to raise his or her voice against the Centre. She said that the CBI flouted the court order and was not armed with any arrest warrant to arrest the CP Rajeev Kumar. She said it was her government which had formed a SIT and judicial commission to probe the scam and about Rs 300 crore were given to the affected people. But after the case was transferred to the CBI, the judicial commission has stopped functioning. Reacting to Mr Modi’s charge that the Trinamul Congress-government was “Communist part 2”government, Miss Banerjee said Mr Modi wass an opportunist. “So far he has not taken any action against the Communists, rather they fought panchayat poll together against the Trinamul Congress,” she said. She said Mr Modi is scared of the “Mahagatbandhan” where 23 political parties have joined. "The day I organised Brigade rally, the Prime Minister and BJP president Amit Shah were so scared that they called CBI and other central agencies and are trying to scare us. But I'm not a person to be cowed down. I'm born here. Unlike Tripura, people of Bengal will take the money from you but will not vote for you,'' she said.
