Two cargo vessels with a total of 39 Indians on board have been stuck in Chinese waters as they were not allowed to unload their cargo though some other ships have managed to do so. “Diplomatic talks are going on for this successfully. Our seafarers will come to India soon,” shipping minister Mansukh Mandaviya said. New missions: The Union Cabinet on Wednesday approved the opening of Indian missions in Estonia, Paraguay and Dominican Republic, Union minister Prakash Javadekar said. T he government and farm unions reached some common ground onWednesday to resolve protesting farmers' concerns over rise in power tariff and penalties for stubble burning, but the two sides remained deadlocked over the main contentious issues of the repeal of three farm laws and a legal guarantee for the Minimum Support Price (MSP). After nearly five hours of the sixth round of negotiations between three Union ministers and a 41-member representative group of thousands of farmers protesting on Delhi borders, agriculture minister Narendra Singh Tomar said at least 50 per cent resolution has been reached with mutual agreement on two out of four items on the agenda and discussions would continue on the remaining two on January 4 at 2 p.m. “Discussions on the three farm laws and MSP are not complete and will continue in the next round of talks... We are hopeful that consensus would be reached for resolving the two remaining issues also,” Tomar told reporters after the meeting. While the three ministers joined the farmer leaders to share their langar (community kitchen) food during the lunch break, the union representatives accepted the beverage offered by the government during the evening tea break. For the last few meetings, farmer leaders have been arranging their own food and beverages and Farmer leaders said the government agreed to their demands for dropping the penal provisions against farmers in an ordinance relating to stubble burning and to put on hold a proposed electricity amendment law. However, there was no concrete movement on their main demands for repeal of the three farm laws and a legal guarantee for MSP, union leaders said The government offered to set up two had so far refused to accept even water offered by the government. But there was no concrete movement on their main demands for repeal of the three farm laws and a legal guarantee for MSP union leaders said. , The unions, however, have decided to postpone their proposed tractor rally, earlier scheduled for Thursday, till the next round of talks on January 4. Tomar said talks were held in a cordial atmosphere and the two sides reached an agreement on two issues ~ one relating to the proposed electricity law and the other about an ordinance on penal provisions committees ~ one to ensure parity between the MSP and the market price and the other on finding alternatives to the farmers' demand for the repeal of the three laws for stubble burning. Tomar said the union leaders kept insisting on the repeal of the three farm laws, but the government side tried to explain to them the benefits of the Acts and sought to know specific problems faced by the farmers. On farmers' demand for a legal guarantee for procurement at Minimum Support Price (MSP), the minister said the government has already said that it is ready to give a written assurance. “Talks will continue on these two issues,” said Tomar, who was accompanied by food and railways minister Piyush Goyal and minister of state for commerce Som Parkash at the meeting. The signatories of the letter, including former foreign secretary Nirupama Rao, exnational security adviser Shivshankar Menon and former chief information commissioner Wajahat Habibullah, also demanded immediate withdrawal of the anti-conversion ordinance. They alleged that the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Or- dinance was being used to “victimise especially those Indian men who are Muslim and women who dare to exercise their freedom of choice”. “It has become painfully evident that, in recent years, UP state, once known as the cradle of the Ganga-Jamuna civilisation, has become the epicentre of the politics of hate, division and bigotry and that the institutions of governance are now steeped in communal poison,” the retired civil servants wrote in the letter dated December 29. They also referred to a case of an interfaith marriage involving a Muslim man and a Hindu woman in Moradabad. “In the Moradabad incident, 22-year-old Rashid and his 25year-old brother, Saleem, were arrested, to be released only two weeks later when Rashid's wife, Pinki, gave testimony that she had married him willingly, without any compulsion,” the letter stated. It added that the couple had married in July 2020, well before the promulgation of any ordinance on the issue of interfaith marriage, and were on their way to have their marriage registered on December 5 when they were accost- ed by alleged Bajrang Dal men, who accused Rashid of “love jihad”, and took them to the police. “The vigilantes who had accosted them brought Pinki's family to the police station. What is inexcusable is that the police remained mute as the vigilantes harassed and interrogated the innocent couple. Pinki suffered a miscarriage, possibly as a result of the harassment... This is only one of a series of “heinous atrocities committed by your administration” against young Indians across UP the letter said. What , is worse is that law enforcement machinery, with the active backing of the state government, is playing a role reminiscent of the “secret police in authoritarian regimes”, it alleged. After the meeting, union leader Kalwant Singh Sandhu said Wednesday's talks mostly focussed on electricity and stubble burning, while the next meeting on January 4 would focus on the MSP guarantee and the three farm laws. All India Kisan Sabha leader and CPI(M) politburo member Hannan Mollah said,“The discussion has not broken, it is on. Out of four issues on the agenda, two have been addressed and the remaining two ~ MSP legalisation and repeal of three laws ~ are to be resolved.” The government during the discussion offered to set up a committee to discuss ways to legalise the MSP and amendments to the three new laws, but we rejected that, he said. Interfaith couple booked in Uttarakhand Fourteen more people were found infected with the UK strain of the coronavirus on Wednesday in the country, with West Bengal and Uttar Pradesh reporting their first such cases, taking the total tally to 20 in two days. A cautious government extended the temporary suspension of passenger flights between the UK and India till January 7 and said the services would resume in a “strictly regulated” manner thereafter. According to local authorities, a number of UK returnees in states like Maharashtra, Odisha, Karnataka and Punjab remained untraceable and efforts were on to contact them. Experts have said that so far it has not been found that the new strain increases the severity of the disease, though it is considerably more transmissible. At least six cases of the new strain were reported on Monday. Among the new cases, Bengal and Uttar Pradesh reported one and two respectively among UK returnees. The Union health ministry said the mutated UK strain has so far been detected in eight samples at the National Centre for Disease Control in Delhi. Among the eight was the woman who left Delhi and travelled to Andhra Pradesh last week by train. The remaining seven are in quarantine at the Lok Nayak Jai Prakash Narayan Hospital in New Delhi. Yet the coronavirus scourge that dominated the year is also looming over New Year's festivities and forcing officials worldwide to tone them down. Fireworks displays have been canceled from the Las Vegas Strip to the Arc de Triomphe in Paris. Even private parties in some places are restricted. It’s almost like a Seinfeld episode, Police Commissioner Dermot Shea said, invoking the 1990s “show about nothing”. “This is a ball drop about nothing, where you can’t see, so you may as well stay home.” The event's special guests will be first responders and essential workers. But they won't be joining the mayor on stage to lead the countdown. Instead, each guest will watch from a private, well-spaced area.
