President Ram Nath Kovid administered the oath of office and secrecy to fifteen Cabinet ministers and 28 Ministers of State, including new faces and those elevated, in a ceremony held in the Darbar Hall of the Rashtrapati Bhavan. This is the first reshuffle in the Council of Ministers by Prime Minister Modi since he assumed charge for a second term in May 2019. Prominently, BJP MP Jyotiraditya Scindia who joined the BJP from the Congress was rewarded for helping the BJP latch on to power in Madhya Pradesh in the crucial bypolls last year, and was sworn in as a Cabinet minister. Bengal Budget: Govt Late Union minister’s widow waives road tax murdered in Delhi home STATESMAN NEWS SERVICE KOLKATA 7 JULY The West Bengal government today tabled in the state Assembly a budget of Rs 3,08,727 crore for 2021-22, which is 20.7 per cent higher than last year while increasing social service expenditure by 58.26 per cent and alloting Rs 18,650 crore for four new social welfare schemes. The state government has waived the road tax on passenger transport vehicles and proposed to reduce stamp duty by two per cent for registration of deeds, while the circle rate was slashed by ten per cent. Presenting the Budget, state industry minister Partha Chatterjee said the government has decided to extend the one-time exemption of motor vehicle tax from 1 July to 31 December 2021. Elaborating on Bengal being deprived by the Centre, chief minister Mamata Banerjee said that the central devolution of taxes for Bengal was Rs 58,962.55 crore for 2020-21 in the Union Budget but the state actually received Rs 44,737.1 crore which means the state got around Rs 14,000 crore less. Similarly, in 201920 the state received Rs 11,000 less, she said. This apart, Rs 33,314 crore is outstanding in connection with the central sponsored schemes, she added. “They (Centre) have destroyed the country’s economy, increased unemployment and are only busy in threatening and arresting people,” said Miss Banerjee at a press conference. DETAILS ON PAGE 4 STATESMAN NEWS SERVICE NEW DELHI, 7 JULY Former Union Minister P Rangarajan Kumaramangalam's widow, Kitty Kumaramangalam, was allegedly murdered by three suspects at her residence in south Delhi's Vasant Vihar last night, police said. According to police, initial investigation revealed she was suffocated to death with a pillow, police said. Her son, Rangarajan Mohan Kumaramangalam, is a Congress leader. Kumaramangalam, who was in Bengaluru, left for Delhi after learning about his mother's demise. According to police, one person has been detained and a search is underway to nab two other accused. Police said that the incident took place around 9 p.m. on Tuesday night, apparently during the course of robbery in the house. The 67-year-old Kitty Mangalam was alone in the house with her maid at the time of the incident. “The incident took place around 9.00 pm when her domestic help opened the door for the family's regular washerman (dhobi). When the help opened the door, he overpowered her, dragged her to one room and restrained her. In the meantime, two others entered and overpowered Kitty Kumaramangalam. They smothered her using a pillow," said Ingit Pratap Singh, Deputy Commissioner Police (DCP), Southwest Delhi. The arrested person, a 24year-old washerman, identified as Raju Lakhhan, had entered her house along with two other miscreants, police said. Raju had been working for Kumaramangalam for the last five years. Manju, the domestic worker, told police that she untied her hands and called the neighbours for help. They informed the police about the incident, police said. Kitty Kumaramangalam had been a lawyer in the Supreme Court. Her husband P Rangarajan Kumaramangalam had served as Minister of State for Law, Justice and Company Affairs in the PV Narasimha Rao Cabinet from July 1991 to December 1993 and as the Union Minister for Power in the Atal Behari Vajpayee government from 1998 to 2000. He died on 23 August, 2000. Covid control measures to be boosted in 9 surge states: Govt PRESS TRUST OF INDIA NEW DELHI, 7 JULY Ramping up testing and vaccination, healthcare infrastructure planning and effective clinical management are among the measures to be focussed upon in nine states reporting a surge in Covid-19 cases, the health ministry said today. The country recorded 43,733 new cases in the previous 24 hours, along with 930 deaths, while active cases have now come down below 5 lakh. The country has 4,59,920 active cases and has witnessed a total of 4,04,211 deaths so far. In a letter to the states of Arunachal Pradesh, Assam, Manipur, Kerala, Meghalaya, Nagaland, Odisha, Tripura and Sikkim, the ministry has highlighted the areas of concern. Union Health Secretary Rajesh Bhushan said ramping up testing and vacci- nation, healthcare infrastructure planning, following Covid-appropriate behaviour and effective clinical management are among the measures to be taken by these states. In Arunachal Pradesh, he said it is a point of concern that the state has a weekly positivity rate of 16.2 per cent (Jun 28July 4), with a nearly 12-per cent increase in the number of cases reported in the last four weeks. For Assam, he said although the state has shown a decline in the number of new cases, four of its 33 districts have shown an increase for the last four weeks. In Manipur, he said two of the 16 districts are showing a rise in the number of fresh cases for four weeks, while three districts show a weekly positivity rate of more than 10 per cent. He said although Kerala has shown a decline in the number of new cases, two of its 14 dis- tricts have shown an increase in the figure for four weeks. All districts have reported more than 200 daily cases in the week ending July 4, he added. Meghalaya is still reporting a weekly positivity rate of 14.05 per cent and eight of its 11 districts have a positivity rate of over 10 per cent. While Nagaland’s positivity rate has declined in the week ending July 4 (6.44 per cent), four of its 11 districts are still reporting a positivity rate of over 10 per cent. Three Odisha districts reported a weekly positivity rate of over 10 per cent from June 28 to July 4. Though the state’s positivity rate is decreasing (5.36 per cent for the week ending July 4), Nuapada district has shown a significant increase. Screen legend Dilip Kumar dead, laid to rest PRESS TRUST OF INDIA MUMBAI, 7 JULY Legendary actor Dilip Kumar died at a Mumbai hospital on Wednesday morning and was laid to rest with full state honours in the evening, his death a testament that 'end of an era' can be more than just a clich. He was 98. The actor, known to generations of film-goers as tragedy king' for his portrayal of the brooding, intense romantic in classics such as Mughal-eAzam and Devdas, is survived by his wife Saira Banu. Kumar, an enduring legend through his decades in cinema and in public life, had been admitted to the Hinduja Hospital, a non-Covid-19 facility in Khar, since last Tuesday. He passed away due to prolonged illness at 7.30 a.m, Dr Jalil Parkar, who had been treating Kumar, told PTI. “With a heavy heart and profound grief, I announce the passing away of our beloved Dilip Saab, few minutes ago. We are from God and to Him we return,” family friend Faisal Farooqui posted on the actor's Twitter handle at 8.01 a.m. Kumar's body was taken to his Pali Hill residence around 9.30 a.m where friends, political leaders and colleagues, including Dharmendra, Shabana Azmi, Shah Rukh Khan and Maharashtra Chief Minister Uddhav Thackeray, paid their respects. “I am very sad today, I can't say anything.
