A bench of JusticesVineet Saran and J.K. Maheshwari orally observed that it is a matter, where the court would not be inclined to pass directions, but would want the Central government to consider it and take a decision. Advocate Ardhendumauli Kumar Prasad, petitioner-in-person, urged the bench to see "how lawyers are standing outside". The bench said: "It is a logical and correct thing that there should be judicial vista in a planned manner", and pointed out that the growth of buildings is not well planned. "Just like you have Central Vista," it added. The top court has scheduled the matter for further hearing on Tuesday, as it sought the presence of the Solicitor General Tushar Mehta. The bench told the counsel representing the Central government: "We're not asking or making directions that do this or that, we just want to know the stand of the Union of India. A bench headed by Chief Justice of India NV Ramana said it will try to list a bunch of petitions challenging the validity of the law in the month of July. Senior advocates P Chidambaram and Shekhar Naphade mentioned the petitions before the court for early hearing. "This is the Article 370 matter... the delimitation is also going on," Naphade told the bench. "Let me see after vacation. This is a five-judge matter. Give details and we will list them. There are some issues with judges and bench composition," the CJI said.Various petitions are pending before the top court challenging the validity of the law scrapping Article 370 of the constitution and special status to Jammu and Kashmir and bifurcating the state into two Union Territories. Later, some petitions were filed against the government's action for delimitation in accordance with the Jammu and Kashmir Reorganization Act, 2019. These petitions said sweeping changes are being brought by the Centre that impacts the rights of a large number of people. "Despite the fact that the petition is pending before the Supreme Court since 2019, the central government has taken some irreversible actions," petitions says. Petitions have stated the Centre has constituted a delimitation commission to mark boundaries in the territory for all the constituencies before an assembly election can be held. On August 5 2019, the Central government announced its decision to revoke the special status of Jammu and Kashmir granted under Article 370 and split the region into two Union territories. A five-judge Bench in March 2020 had declined to refer to a larger 7judge bench a batch of petitions challenging the constitutional validity of the Centre's decision to abrogate provisions of Article 370 on August 5, saying there were no reasons to refer the matter to a larger bench. ed by the Chief Justice N.V. Ramana. The plea had sought directions for the creation of a 'judicial vista' around the existing premises of the top court, and constitution of a central authority to fund the judicial infra- structure. The plea also sought direction to the Central government ministries to prepare the layout and execute the work of construction of judicial vista over the land adjoining the premises of the apex court. The plea added that the construction of judicial vista will provide access to better and dignified working conditions for the judges, the members of the Bar, top court officials, and the scores of litigants visiting the court premises. Three persons, Bilal Ahmed, Mohammad Ishaq Chopan and Shafiq Sheikh have been held by the police for questioning. These terrorists were Pakistani nationals. Among half dozen terrorists killed in Kashmir in past four days, three were also Pakistanis. NIA has been assigned investigation of the case. NIA chief Kuldeep Singh personally visited the encounter spot. Pakistani ISI and Rangers were for past some time pushing in terrorists through deep cross-border tunnels. Four such tunnels were detected in the past few months. The two heavily armed Pushto speaking terrorists were eliminated near the strategic Sunjwan Military Station of the Army two days before arrival of the PM on Sunday. However, it is yet to be established whether the number of terrorists was two or three as bodies of two terrorists were recovered from the encounter spot but three weapons were found there. Efforts are being made to track down the third terrorist. The explosion on Sunday morning few kilometres from venue of Modi's rally at Palli in Samba district was also a worrying factor. Home Ministry had some time ago installed sophisticated equipment on the border to detect infiltration of terrorists from Pakistan.During initial interrogation the arrested helpers of the slain terrorists are believed to have told the police that they might have infiltrated on 20 April with the intention to indulge in some major attack before the PM's rally. Congress wants Kishor to wrap up his previous commitments made to other parties and work solely as a Congressman and not as a consultant. The final decision may be taken after talks with Rahul Gandhi. As the state units are pitched against regional parties in West Bengal, Telangana and Andhra Pradesh, it does not want Kishor to have any truck with the regional parties. The party leaders, who have submitted their report on the issue, admitted that there is no harm in the political strategist joining the party but there should be no conflict wherever the party is pitched against regional forces. Footage posted online shows a thick black plume of smoke rising from the site. Authorities here have announced a number of Russian missile hits on western and central Ukrainian stations. The head of the central Vinnytsia region has announced on Telegram that there are dead and wounded there, after strikes on Zhmerynka and Kozyatyn stations. Serhiy Borzov did not say how many casualties there were but said the Russians were trying to hit "critical infrastructure", BBC reported. Five stations were hit by missiles, including one in Krasne, near Lviv, where a facility handling the power supply to overhead lines was struck. There are reports of injuries.
