In 2023, nine states and the UT of Jammu and Kashmir are slated to go for polls, and the BJP is preparing for a highoctane battle in Karnataka and Telangana while Rajasthan, Chhattisgarh, and Madhya Pradesh are also pitched to see keen contests, as per reports. STATESMAN NEWS SERVICE KOLKATA, 9 JANUARY ll round development in West Bengal has taken place in the past one decade due to empowerment of women, Chief Minister Mamata Banerjee said at the first G 20 Global Partnership for Financial inclusion meeting under G 20 India Presidency which was held in the city today at the Biswa Bangla Convention Centre. A Addressing the gathering Miss Banerjee said “the human face of West Bengal government is important and we have looked after women across the state who are our source of strength. There is all round development in West Bengal because of women empowerment.” She maintained the girls were getting scholarships to go ahead with their higher education plan. “ The ration is given free to the people and the education and health are free. This has helped the peo- ple of West Bengal to move forward,” she pointed out. The Chief Minister said the women run self help groups are doing exceedingly well and the financial condition of the self help group members had improved a lot. Miss Banerjee said the state government had set up the Duare Sarkar scheme under which various state government departments are going to the people to give them benefits. Outreach camps have been set up across the state so that the people could come, fill in the forms and get benefits. “The Centre has given the Digital India Award 2022 to West Bengal for this outstanding scheme,” she pointed out. The Chief Minister said women were given financial assistance under the Lakshmir Bhandar scheme every month and this had helped them a lot. Referring to the misrule of the Left Front government for 34 years, Miss Banerjee said no development had taken place during their regime and there was economic slump down. “After we took over in 2011, there is remarkable development with the state GDP going up by four times, capital expenditure going up by 7 times andWest Bengal’s revenue collection going up by 4 times. 12 million jobs have been created because of the growth in the Micro Small Medium Enterprise ( MSME) sector. When the unemployment in India is going up, West Bengal has successfully brought down the unemployment by 40%.” She said in India the Constitution had given the democratic fervour and the states and the Centre where the political allegiance might differ work together for comprehensive development of the country. Quoting from Rabindranath Tagore’s poem Where the mind is without fear she said “We all want a world where people can work freely and peacefully. “ We are all members of the same family. The language, culture and religion might different but it is the global family to which we all belong,” she remarked. STATESMAN NEWS SERVICE NEW DELHI, 9 JANUARY A temple in the Shankaracharya Math, established by Adi Jagatguru Shankaracharya which had developed cracks, has sunk about six inches in Uttarakhand's Joshimath town, which is witnessing extreme land subsidence. The Shivling inside the temple has also developed cracks. People believe that the Shivling was brought from Jaipur in 2000. Students from all across the country come to the Math for Vedic education and learning. Currently, around 60 students are enrolled in the temple. According to popular belief, Shankaracharya attained Vedic knowledge by meditating inside the cave, under the Kalpa tree, 2500 years ago. The same tree is on the verge of extinction today. Apart from this, huge cracks have appeared in the buildings of the campus, and around the Lakshmi Narayan temple. Brahmachari Mukundanand, in-charge of Joshimath temple, said that cracks had appeared in the entrance of the math, Lakshmi Narayan temple and auditorium, wherein Totkacharya cave, and Tripur Sundari Rajarajeshwari temple are situated. Priest Vashishtha Brahmachari apprised that cracks had been observed in the premises since around an year but no one expected the situation to get out of control. He said that efforts were being made to rectify the cracks earlier by applying cement, but the situation had worsened in the last 7-8 days. He added that a gap had formed between the walls. At the same time, the floor of the Narasimha temple complex has started sinking. DGCA issues another show India should seize opportunity to emerge as world’s skill capital: PM cause notice to Air India ASHOK TUTEJA NEW DELHI, 9 JANUARY SNS & AGENCIES NEW DELHI, 9 JANUARY Director General of Civil Aviation (DGCA) on Monday issued show cause notice to the Accountable Manager of Air India after two incidents of passenger misbehavior occurring the airline's flight AI-142 from Paris to New Delhi on December 6 last year came to the notice of the regulator. The show cause notice said why enforcement action "should not be taken against them for dereliction of their regulatory obligations". One passenger was caught smoking in the toilet, was drunk and not listening to the crew. Another passenger allegedly relieved himself on a vacant seat and blanket of a fellow female passenger when she went to the lavatory. According to a DGCA press release, Air India didn't report the incident until DGCA sought the incident report from them on January 5. "After perusal of the reply submitted by Air India through email dated January 6, prima facie it emerges that provisions related to the handling of unruly passengers as per DGCA CAR Section -3, SeriesM, Part-VI have not been complied with," the press release said. DGCA said It has been noted that the response of the airline has been "lackadaisical and delayed". "In view of this, DGCA has issued Show Cause notice to Accountable Manager of M/s Air India as to why enforcement action should not be taken against them for dereliction of their regulatory obligations. However, to follow the principles of natural justice, they have been given two weeks time to submit their reply to DGCA and based on that further action will be taken," the release said. DGCA has issued Civil Aviation Requirements (CAR) Section -3, Series-M, Part-VI on 'Handling of Unruly Passenger' and Cabin Safety Circular 02 of 2010 on 'Unruly Passengers/Passenger Rage/Passenger Misconduct incidents reporting procedure'. Prime Minister Narendra Modi today said India has the opportunity to become not only the knowledge centre but also the world's skill capital that could become the engine of global growth. He was inaugurating the 17th Pravasi Bharatiya Divas (PBD) Convention in Indore. He released a commemorative postal stamp ‘Surakshit Jaayen, Prashikshit Jaayen’ and also inaugurated the first-ever digital PBD Exhibition on the theme ‘Azadi Ka Amrit Mahotsav - Contribution of Diaspora in Indian Freedom Struggle’. The PBD is the flagship event of the Government of India that provides an important platform to engage and connect with overseas Indians and enable the diaspora to interact with each other. The theme of this PBD Convention is ‘Diaspora: Reliable partners for India’s progress in Amrit Kaal’. Over 3,500 diaspora members from nearly 70 different countries have registered for the con- vention. Addressing a gathering, the PM stated that he considered the Indian diaspora as ambassadors of the country as they echo the voice of a powerful and capable India when the world evaluated their contributions. “You are the Rashtradoots (national ambassadors) of India’s heritage, of Make in India, of Yoga and Ayurveda, of India’s cottage industries and handicrafts”, he told the participants. Noting that the PBD was taking place in all its glory after a gap of four years, he said the PBD this year was special in numerous ways as India completed 75 years of its independence only recently. He also informed that the first-ever digital PBD Exhibition on the theme ‘Azadi Ka Amrit Mahotsav’ has also been organised. Mentioning the Indian philosophy of treating the entire world as one’s own country and considering humanity as brothers and sisters, the PM said; ''our ancestors laid the foundations of India’s cultural expansion.'' Speaking about the world of today, he highlighted that Indians have traversed all parts of the globe while living among different cultures and traditions and yet found ways to unlock the gates of prosperity through business partnerships. ''When we look at crores of Pravasi Bhartiya on the global map, myriad images emerge simultaneously which paint the picture of ‘Vasudhaiva Kutumbakam’ and the feeling of Ek Bharat Shreshtha Bharat comes to the fore when two Pravasi Bhartiya meet on any foreign land,'' he added. The PM said; “The feeling of pride in being the mother of democracy increases manifold when Pravasis are talked about as the most democratic, peaceful and disciplined citizens in different parts of the world.'' He said the Pravasi Bhartiya have another important role to play in addressing the world’s desire to know more about India. He said the world was watching India keenly with great curiosity and highlighted the extraordinary achievements of the nation in recent years. The PM gave the example of the ''Make in India'' vaccine and the record inoculation figures of more than 220 crore free doses to Indians. He also mentioned India’s emergence in the global economy during the current period of instability and becoming the fifth-largest economy in the world. Govt introduces new system to measure the performance of hospitals STATESMAN NEWS SERVICE NEW DELHI, 9 JANUARY With the objective of shifting the focus of measuring the performance of hospitals from the volume of services provided to the value of healthcare services, the government is introducing a new system to measure and grade hospital performance under the flagship scheme Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY). Traditionally, from the payer’s perspective, the healthcare model has been focused on the number of services delivered, where case-based bundled payment is made on the basis of the number of services provided. The new initiative will introduce the concept of ‘value-based care’, where payment will be outcome-based and providers will be rewarded according to the quality of the treatment delivered. Under the new model, the providers will be rewarded for helping the patients improve their health, which consequently will reduce the effects of the disease in the population in the long term. The step promises a significant increase in overall health gains and is expected to be a win-win for all concerned stakeholders from patients to healthcare providers, payers, and suppliers. While the patients will get better health outcomes and higher satisfaction out of the services they receive, providers stand to get better care efficiencies. Similarly, payers will be able to maximise the health benefits generated out of the spending incurred. Speaking on the initiative Dr. R.S. Sharma, CEO of the National Health Authority (NHA) said; “To ensure PMJAY beneficiaries receive both cashless healthcare benefits and high-quality care at every empanelled hospital, the NHA has implemented various measures. These measures include standardizing the cost of treatment under the scheme and adding new and advanced treatment procedures. Additionally, the NHA has made a provision to incentivise bestperforming hospitals that provide quality care to patients.” In a value-based healthcare system, the payers can also exercise strong cost con- trols. A healthier population with fewer claims translates into less drain on payers’ premium pools and investments. Suppliers would benefit from being able to align their products and services with positive patient outcomes and reduced costs. Altogether, value-based care promises to significantly improve the healthcare landscape in India by incentivizing and encouraging healthcare providers to focus more on delivering patient-centric services. Under value-based care, the performance of ABPMJAY empanelled hospitals will be measured based on five per- formance indicators such as 1. Beneficiary Satisfaction; 2. Hospital Readmission Rate; 3. The extent of Out-of-Pocket Expenditure; 4. Confirmed Grievances and 5. Improvement in patient’s HealthRelated Quality of Life. The performance of the hospitals based on the above indicators shall also be made available on a public dashboard that will help the beneficiaries to make an informed decision. In this way, the hospital's performance shall not only determine the financial incentive of the hospital but also create a demand for quality treatment of beneficiaries under ABPMJAY.
