A five-judge constitution bench of Chief Justice D.Y. Chandrachud, Justices M.R.Shah, Krishna Murari, Hima Kohli and P Narasimha .S. ordered the posting of the matter on 14 February as senior advocate Kapil Sibal appearing for Uddhav Thackeray camp reiterated his plea for the matter to be heard by a seven-judge bench. Sibal said that matters need to be heard by a seven-judge constitution bench as it requires a revisit of the 2016 judgement in Nabam Rebia case relating to the political crisis in Thackeray-led faction had approached the top court challenging the Maharashtra governor's decision to invite Shinde to form the govt Senior advocate Kapil Sibal, representing the Thackeray faction, submitted before a five-judge bench headed by CJI D.Y. In the last hearing of the matter on December 13, 2022, on Sibal’s insistence that the matter be heard by a sevenjudge constitution bench, the top court had ordered that Sibal will circulate a short note and an advance copy of the same would be given to advocates appearing for Maharashtra government, the State Governor and the private respondents.Solicitor General Tushar Mehta who differed with Sibal on referring the matters to a seven-judge constitution bench said that he too would circulate a short note. In August, a three-judge bench had referred to a fivejudge Constitution bench the issues arising from the petition filed by rival groups of Shiv Sena in relation to the Maharashtra political crisis. It had said that some of the issues involved in the Maharashtra political crisis may require consideration by a larger constitution bench. Thackeray-led faction had approached the top court challenging the Maharashtra Governor Bhagat Singh Koshiyari’s decision to invite Eknath Shinde to form the government and also the Speaker’s election and floor test. Later they had challenged Shinde group approaching the poll panel claiming they are 'real' Shiv Sena. They had also challenged the newly appointed Maharashtra Assembly Speaker’s action recognising the whip of Eknath Shinde group as the whip of Shiv Sena. Govt asks verification entities to Go First plane takes off leaving more than 50 passengers in B’luru adhere to Aadhaar usage hygiene Russian flight lands safely SNS & AGENCIES NEW DELHI, 9 JANUARY STATESMAN NEWS SERVICE NEW DELHI, 10 JANUARY The government has issued a set of guidelines to Offline Verification Seeking Entities (OVSEs), highlighting several usage hygiene issues, better safety mechanisms at the user level, and ways to further enhance residents’ trust while using Aadhaar voluntarily for lawful purposes. Entities have been informed to perform verification of the Aadhaar after explicit consent of the Aadhaar number holder. These entities need to be courteous to residents and assure them about the security and confidentiality of their Aadhaar while conducting offline verification.“Entities must maintain the log/record of the explicit consent received from resi- dents for any future audit by UIDAI or any other legal agency thereof,” the Unique Identification Authority of India (UIDAI) said. The UIDAI has also asked OVSEs to verify Aadhaar via the QR Code present on all four forms of Aadhaar (Aadhaar letter, e-Aadhaar, m-Aadhaar and Aadhaar PVC card) instead of accepting Aadhaar in physical or electronic form, as proof of identity. Offline verification is the use of Aadhaar for carrying out identity verification and KYC processes locally, without connecting to the Central Identities Data Repository of UIDAI. The organisations conducting offline verification of an Aadhaar number holder for a lawful purpose are called OVSEs. Entities have been urged to ensure that no services are denied to any resident for refusing to or being unable to undergo offline verification of Aadhaar, provided the resident is able to identify himself/ herself through other viable alternatives. It has been underlined that OVSEs need to provide residents with viable alternative means of identification in addition to Aadhaar, for rendering service.Verification entities, generally should not collect, use or store the Aadhaar number of the resident after having conducted offline verification of the Aadhaar, UIDAI has informed OVSEs. A Go First plane on Monday took off from Bengaluru allegedly without taking nearly 50 passengers on board, and aviation regulator ,Directorate General of Civil Aviation (DGCA) has sought a report on the matter and said that appropriate action will be taken. Goa-bound flight from Moscow made an emergency landing in Jamnagar airport on Monday night at 9.30 p.m. following the bomb threat. It was diverted to Jamnagar after an email warning of a bomb in the flight was received. After landing at Dabolim airport in Goa, the Russian tourists said that they are lucky to be safe. “Authorities thoroughly checked all our luggage and flight, but nothing suspicious was found. We are lucky as we are safe,” one of the passengers said. NSG and BDDS teams at Jamnagar had thoroughly checked the plane besides the luggage and hand baggage of the travellers but no suspicious object was found. Passengers also said that they were provided all the facilities at Jamnagar after they were de-boarded there. “We spent around 9 hours outside the flight at the airport (Jamnagar). But we are happy now that we have reached here,” another passenger said.
