The two summits are being hosted in Jakarta by Indonesia, the current Chair of ASEAN. The ASEANIndia Summit will be the first Summit since the elevation of India-ASEAN relations to a Comprehensive Strategic Partnership last year. It will review the progress of India-ASEAN relations and chart the future direction of cooperation. The East Asia Summit will provide an opportunity for leaders of ASEAN countries and its eight dialogue partners to exchange views on issues of regional and global significance. The dialogue partners are Australia, China, India, Japan, South Korea, New Zealand, Russia and the United States. “The Prime Minister will depart Delhi on the night of 6 September and return late evening on 7 September. Given that the G20 Summit follows shortly after the ASEAN Summit, it will be a short visit,” Saurabh Kumar, Secretary (East) said at a media briefing here today. He said that since the visit was short, no bilateral meetings were being arranged for the PM. On whether China's ‘standard map’, to which all its neghbours have taken exception, will be discussed at the ASEAN meetings, the official said it was difficult to anticipate what the leaders will discuss but all issues of mutual concern'' will come up. A five-judge Constitution Bench of the Supreme Court on Tuesday reserved its verdict on a batch of petitions challenging the abrogation of Article 370 of the Constitution of India and the subsequent bifurcation of the erstwhile State of Jammu and Kashmir into two Union Territories – J&K and Ladakh. The Constitution Bench, headed by Chief Justice D.Y. Chandrachud reserved its verdict after the conclusion of arguments that were spread over 16 days in which petitioners challenging the abrogation of Article 370 had contended that the provision was a permanent feature of the relationship between the Union of India and Jammu and Kashmir. The Bench was told that the Constitution of India and the Constitution of Jammu and Kashmir spoke to each other through Article 370. The hearings saw the petitioners arguing that Article 370 could not have been seen in isolation and had to be seen in the context of history, certain developments and its linkage with other provisions of the Constitution. It was contended that through the instrument of accession, J&K had ceded its external sovereignty ~ relating to masters of external affairs and not the internal sovereignty, which under its constitution, the J&K retained with itself. The Bench appeared not persuaded by this position as it said that there was nothing in Indian Constitution recognising such a position and said that after J&K had become part of the Union of India and accepted the Constitution of India, then all the provisions of the Indian Constitution extended to it. It was also argued by the petitioners that recourse to Article 356 ~ imposition of the President’s rule ~could not be taken to denude the State of its character and change its boundaries and convert it JU internal probe panel submits report, recommends expulsion of some students STATESMAN NEWS SERVICE NEW DELHI, 5 SEPTEMBER National Conference leader and Lok Sabha member Mohammad Akbar Lone on Tuesday told the Supreme Court that he is a responsible and dutiful citizen of India and has taken oath in Parliament to owe allegiance to the Constitution and uphold India's unity and integrity. Mr Lone in an affidavit in pursuant to a direction of a five-judge Constitution bench headed by Chief Justice D.Y. Chandrachud said: “I am a responsible and dutiful citizen of the Union of India. I have exercised my right to approach this Court through Article 32 of the Constitution. I reiterate the oath taken while being sworn in as Member of Parliament to preserve and uphold the provisions of the Constitution of India and to protect the territorial integrity of the Nation.” The solicitor General Tushar Mehta objected to the affidavit and described it as “inadequate” and referred to the instances including public meetings where Mr Lone had made objectionable utterances. into Union Territory. The committee recommended several steps, including the expulsion of the seniors who were present at the hostel on that day when the student’s body was found near the JU hostel. On the night of 9 August, a first-year student fell from the third floor of Block E-2 in the Men's Hostel. The next morning, he passed away in the hospital. Allegations of ragging have been raised in con- allegiance to Constitution nection with the death. In addition to the police investigation, an internal committee was formed by Jadavpur University to look into the matter. This committee has now submitted its final report, as reported by university sources. Prior to this, a preliminary report had also been submitted by the committee. However, the final report recommends some significant actions. According to university sources, the committee has recommended that some seniors who were present on the night of the incident should be expelled. It has also suggested that the JU authorities should lodge FIRs against the six former students who were present at the students’ hostel at the time of the incident. The committee has recommended suspending 15 students for one semester, 11 students for two semesters, and expelling five students if they are found guilty of ragging.Furthermore, it recommended that one current research scholar associated with the university should be barred from entering the campus for life after the completion of his research The committee also said that a thorough inquiry should be initiated against the super- intendent of the main students’ hostel where the mishap took place, especially on complaints of negligence on his part. Meanwhile, representatives from the University Grants Commission (UGC) and members of the university’s Executive Council (EC) are in discussions with university officials. According to university sources, the UGC representatives have raised questions such as why there haven't been stricter penalties for ragging all along, and why the university authorities have maintained a lenient attitude. They are also questioning why UGC's anti-ragging guidelines have not been followed. The cases of stone pelting have come to zero. He said that there was development in the state and Kashmir has seen a huge flow of tourists. On the last day of hearings, the Bench was told that the first Deputy Prime Minister and Union Home Minister late Sardar Vallabhbhai Patel was the “architect” of Article 370 that conferred special status to the erstwhile State of Jammu & Kashmir on its accession to India. Jaishankar has said that instead of focusing on leaders who have decided to skip the forthcoming G20 summit, the need is to focus on positions taken by nations on important issues. Speaking at the 'Doordarshan Dialogue, G20: The IndiaWay' on Monday, he said that ultimately countries are represented by whoever they have chosen to represent them, so the levels of representations don't become the final determinant of the position of a country.
